Software company; not a law firm. Digitrun also publishes this index — see the disclosure. Access: Open to anyone: lawyers, in-house teams, students, businesses and citizens. Pricing: Free (2 weeks of Professional, then 3 AI credits a month) · Starter €7 · Professional €19 · Enterprise €49 per month. Languages: Greek, English, Russian Sources: 90,000+ Cyprus court decisions, Cyprus legislation, ECHR (ΕΔΑΔ) case law, EU sources where relevant, and UK case law only as a labelled fallback. Speed: A quick first answer in the chat; a full research run with checks takes a few minutes, and Deep Dive a few minutes more. Strengths: Publishes how its research works: question clarification, retrieval by source family, authority-first ordering, an evidence pack, and writing only over that evidence. | Says when the available sources are not enough, instead of filling the gap. | The only Cyprus tool we found on web, iOS and Android plus an MCP connector for ChatGPT, Claude and Copilot. | Open to everyone, not only firms, with published prices. | Deep Dive: an optional second research pass for complex matters. Limitations: Slower than instant-answer tools: a full research run takes minutes, not seconds. | Deep Dive and file uploads need the Professional plan. | The free tier is small after the two-week trial (3 AI credits a month). | Voice mode and a one-step "research + Deep Dive" run are in development and not yet available. | No shared team workspace, Word add-in or daily digest of new decisions. Research pipeline (Production measurements, 30 days to 2 October 2026 (median unless stated).): ~90 separate operations in a typical research run (10 AI reasoning steps + about 80 search lookups); 185 operations in a heavy run (90th percentile); up to about 360 seen; 40 candidate judgments individually assessed against each legal issue; ~5.5 min for a full research run; a quick first answer arrives in the chat sooner. Stages: Understand the conversation (3 steps): Three quick checks: what was said before, what you are asking for, and what kind of work it needs. | Rewrite into legal search questions (1-2 steps): Your question becomes up to five focused legal queries, with a check that the meaning has not drifted from what you asked. | Search Cyprus sources in parallel (~80 lookups): Judgment summaries, judgment passages and full-text search run side by side over 90,000+ Cyprus decisions, plus the legislation library. EU, ECHR and procedural material is added when relevant. | Judge each case for applicability (40 cases): Up to 40 candidate judgments are each assessed against every legal issue in your question. If too few apply, the search is refilled. | Find and test the governing law (~22 provisions): Candidate statutory provisions (typically about 22) are found and each is tested for fit to your facts and dates. | Write from the evidence pack only (1 step): The answer is written over the selected passages and provisions, each with court, date and reference, citing every point. | Check every legal claim (every cited claim): A separate check re-reads each statement that cites an authority against that authority. Unsupported statements are removed before you see the answer. | Answer in your language (when needed): Greek by default; English or Russian on request.. Deep Dive: Read its own first answer: Deep Dive reviews the first answer and plans what is missing. | Targeted follow-up searches: About eight further focused searches, then a fresh applicability review. | Read whole judgments: Selects up to six judgments and reads them in full, not just extracts. | Deeper analysis, then the claim check again: A second answer is written from the full rulings and goes through the same claim-by-claim check. Published research method: Understands the question first: Works out the legal issue, the area of law and the dates that matter, such as which version of a law applied at the time. | Searches by kind of source, in a fixed order: Cyprus case law and legislation first; ECHR and EU sources when the question needs them; UK case law only when Cyprus material is thin, marked as persuasive, not binding. | Orders by legal authority: Court level and binding force come first; closeness of wording only breaks ties. | Gathers the evidence before writing: Collects the passages it will rely on, each with court, date and a stable reference. | Writes only from that evidence: Every point carries a citation you can open and check. | Says when sources are not enough: States gaps instead of filling them. | Deep Dive for hard matters: An optional second, targeted research pass under the same rules. | Controls you can see: Asks before paid work runs (once); keeps work per case; data export and deletion on request; answers in Greek, English or Russian. Capabilities (yes): AI answers with citations to sources; Cyprus case-law search; Cyprus legislation library; EU and ECHR sources; UK case law; Deeper second research pass; Says when sources are not enough; Document drafting from templates; Court documents and forms; Upload your own documents for analysis; Export to Word / PDF; Organise work by case or matter; Publishes how its research works; Data export and deletion; Web app; iOS app; Android app; Connector for ChatGPT / Claude / Copilot (MCP); API; Greek; English; Russian Not offered: Daily digest of new decisions; Firm / team workspace; Microsoft Word / 365 integration Scores: Cyprus source coverage 5/5 (Cyprus case law and legislation, ECHR, EU sources and a labelled UK fallback.); Source grounding 5/5 (Published evidence-first method; answers are written over a fixed evidence pack with citations and stated limits.); Independence 5/5 (Owned by a software company, not a law firm.); Open access 4/5 (Open to anyone with a free tier, but the free allowance after the trial is small.); Platforms & integrations 5/5 (Web, iOS, Android, MCP connector and API (Enterprise).); Transparency 5/5 (Public prices and a public description of the research pipeline.); Speed 2/5 (Full research takes minutes because of the checks it runs.) That time goes on checks you would otherwise do yourself. - Coming next: a voice mode and a one-step run that does research and Deep Dive together. Neither is available yet. Most people meet legal AI through a general chatbot: you ask, it answers in seconds, and it sounds sure of itself. For Cyprus law that is risky. Our judgments are mostly in Greek, many are not well indexed, and a confident answer that cites a case that does not exist can cost a client dearly. Menas was built around one idea: find the law first, then write. 1. Sources first When you ask a question, Menas first works out what is actually being asked: the legal issue, the area of law, and any dates that matter (for example, which version of a law applied at the time). Then it searches by family of source, in a fixed order: Cyprus case law and legislation — always first. European Court of Human Rights and EU sources — when the question needs them. UK case law — only when Cyprus material is thin, and always marked as persuasive, not binding. This is what we mean by source awareness: Menas knows which kind of source each result is, and does not let a well-worded foreign case push aside a relevant Cyprus judgment. 2. Authority before similarity A search engine ranks results by how closely the words match. Lawyers rank them by authority: which court, which level, how recent, whether it was followed. Menas orders results by legal authority first and uses closeness of wording only to break ties at the same level. 3. An evidence pack, then the answer Before writing, Menas puts together an evidence pack: the passages it will rely on, with the court, date and a stable reference for each decision. The answer is then written only over that pack. Each point carries its citation, so you can open the judgment and check the passage yourself. 4. Saying "not enough" The most useful sentence a research assistant can write is sometimes: "The sources found do not settle this." Menas is designed to say when coverage is thin, when a point rests on foreign or older authority, or when a question needs facts it does not have. It does not paper over gaps. 5. Deep Dive for hard questions Some matters need a second look. Deep Dive runs a further, targeted research pass with the same rules about sources and authority, and brings back a fuller picture: more authorities, counter-arguments, and practical next steps. It is optional and part of the Professional plan. 6. Controls you can see You confirm before paid work runs. Research and Deep Dive start only after you say yes, once. Your work stays in your matters. Questions and results are kept per case, under your account. Your data, your call. You can request an export or deletion of your data at any time. Language follows you. Ask in Greek, English or Russian and get the answer in the same language. Why it takes minutes, not seconds Other Cyprus tools answer in seconds, and that is a real advantage for quick look-ups. A full Menas research run takes a few minutes. That time is spent on the steps above: working out the question, searching each source family, ordering by authority, building the evidence pack and checking that the answer stays inside it. For a quick look-up you get a fast first answer in the chat; for advice a client will rely on, we think the extra minutes are worth it. You can read more in Fast answers and checked answers. Where you can use it Menas runs on the web, on iOS and on Android. It also has a connector (MCP), so you can look up Cyprus judgments and laws from inside ChatGPT, Claude or Microsoft Copilot and continue in Menas when you need full research. Enterprise plans include API access. What's coming next Two features are in research and development. They are not available yet, and we will only describe them in detail once they are live. Voice mode — describe your matter out loud, in Greek, and talk through the findings afterwards. A "turbocharged" research run — one action that runs full research and Deep Dive together, for matters where you already know you need both. What we don't publish We describe what Menas does and what you can check. We don't publish internal settings, scoring formulas or the instructions our system follows; those are our work and also make the system harder to game. If you need more detail for a procurement or compliance review, write to us. Menas supports legal research; it does not give legal advice. Always read the primary sources and apply your own professional judgment. ## Who owns Cyprus legal AI — and why it matters 2026-10-03 · Cyprus Legal AI Index · Published by Digitrun Media Services Ltd, which builds Menas, an independent tool in this list. - Neolaw.ai is owned by Elias Neocleous & Co LLC. - dikigoros.ai was co-founded by the managing partner of Connor Legal. - LEGALFLY is an independent Belgian company, but in Cyprus it is sold through Georgios Diogenous & Associates LLC. - Briefly AI and Menas are, as far as we can find, not owned by law firms. - Ownership is not a verdict on quality. It is a question every firm should ask before uploading client work. Cyprus has a small, close legal market: a few thousand advocates and a few hundred firms, many competing for the same corporate and private clients. In the last two years, several AI legal research tools have appeared for this market. It is worth knowing who is behind them. The facts ToolOwner or backerLaw-firm link Neolaw.aiElias Neocleous & Co LLCOwned by a practising firm dikigoros.aiDIKAI LTDCo-founded by the managing partner of Connor Legal LEGALFLYLEGALFLY (Belgium)Sold in Cyprus by Georgios Diogenous & Associates LLC Briefly AIBriefly AINone found (unverified) MenasDigitrun Media Services LtdNone — software company (publisher of this index) Each fact links to a public source on the tool's page. If anything here is wrong, tell us and we will fix it. Why ownership matters None of this says these tools are bad. A firm that builds its own AI often knows the law well, and Neolaw.ai was shortlisted for two international legal-tech awards in 2026. But for a lawyer at a different firm, a few questions are fair: Confidentiality. Who can see the questions you ask? Your research questions reveal your client's strategy. Read the terms on data access, staff access and model training. Conflicts. Would you be comfortable if the firm on the other side of your case owned the tool you used to prepare it? Neutrality. Does the tool's choice of authorities, summaries or "related cases" reflect one firm's view of the law? Continuity. If the firm changes strategy, what happens to your account and your saved research? The professional rules on confidentiality apply to the tools you choose, not only to what you say yourself. Access is a second question Some tools are built and priced for firms, with demos and seat licences. Others let anyone sign up. We think open access matters: in-house counsel, accountants, students, journalists and citizens all have good reasons to read Cyprus law, and AI is the first chance in a generation to make Greek-language judgments truly usable. Our criteria reward tools that are open to everyone and publish their prices. What to ask any vendor Who owns the company, and does any owner practise law in Cyprus? Can anyone at the vendor read my questions or documents? Are they used to train models? Where is my data stored, and can I export and delete it? Does every answer link to the exact judgment or law it relies on? What does the tool do when it can't find enough sources? ## Fast answers and checked answers: what happens in the seconds an AI legal tool takes 2026-10-03 · Cyprus Legal AI Index · Published by Digitrun Media Services Ltd, which builds Menas, one of the slower, multi-step tools discussed. - Fast tools (dikigoros.ai advertises under 3 seconds) are great for finding a judgment or a provision quickly. - Multi-step tools (Menas takes minutes for full research) spend that time on checks: question analysis, ordering by authority, staying within the evidence. - Neither is "unsafe". They make different trade-offs. Match the tool to the job. When a tool advertises answers in under three seconds, that is impressive engineering, and for many tasks it is exactly what you need. When another tool takes four or five minutes, that sounds slow. Both can be right. The question is what happens in that time. What a fast answer is good for Finding a known judgment or a provision of a law. Seeing which decisions cite a case. A quick orientation before you start real research. In a few seconds, a system can usually search once, pick the closest matches and summarise them. That works well when the question is simple and the right source is easy to find. What extra time can buy Harder questions need more steps, and each takes time: Understanding the question — what is the issue, which area of law, which dates matter. Searching each kind of source — Cyprus first, then European, then foreign — instead of one mixed search. Ordering by authority — higher courts and binding decisions before merely similar wording. Writing only from the evidence — and checking that each point has a source. Admitting gaps — saying when the sources do not settle the point. None of these steps is unique to one vendor. The point is that they take time. If a tool is very fast, it is reasonable to ask which of them it runs, and how. Most vendors, fast or slow, don't publish this. We think they should. Repeatable results Lawyers need to be able to repeat research. A tool that follows fixed rules about which sources to search and how to order them is more likely to give the same core authorities when you ask again tomorrow. Ask your vendor whether its research follows fixed steps, or whether the AI decides freely each time.
